The ACCRA Cost of Living Index is published by the C2ER: the Council for Community and Economic Research, which is located at George Mason University in Arlington, Virginia. 

It is reliable tool for comparing consumer costs by region.

How do we know that Mercedes is economical?

The ACCRA cost of living index measures differences in areas in the cost of consumer goods and services. (Taxes and non-consumer expenditures are not included.) It is based on 59 items for which prices are collected quarterly. The average for all participating cities equals 100. Each participant’s index is read as the percentage of the average for all areas.
